libpicwords addition

Hi,

I am making a small picture library for rendering on a frame buffer, such as a devkitpro PPC client or a Gameboy or of course anything virtual frame buffered. It stores bitmap matrices and blits them to the fb.

I would like to add it to the ports tree, while it is still in development.

I wanted to submit a game but I finally managed to make a portable library for graphics.
